In 2015, the MIIT issued Ministry of Industry and Information General Office Opinion about Cement Industry Capacity Replacement, which gives an opinion about replacing the capacity of cement grinding and JT kiln.

The Opinion announced that the cement clinker capacity is the central capacity of cement industry because the cement can be made only by clinker. A strict control of cement clinker is the key to reduce the capacity of cement industry. For this purpose, the new and constructing project of grinding cement needn't to formulate a plan of capacity equivalent and reduction and adjust the layout according to local cement industry structure.

This means that the cement enterprises have to speed up the adjustment of structure, optimize management, upgrade the product, produce high-end products with high value added to to get larger profit margins. Only through this the enterprises can get a superiority position and live up to the policy of control the cement industry.

At present, most of the cement enterprises still using high energy consuming and high polluting ball mills. However, the advanced vertical mills combined drying, grinding, classifying and transporting in one facility, which will largely reduce energy consumption and carbon dioxide out let. Replacing the ball mills into vertical mills is an important breakthrough, it is also the best choice for enterprises to improve efficiency and lower cost, and, to go on the "green Channel".
